Cyber security testing

Penetration Testing Services UK

Penetration testing services are authorised, manual attacks on your applications, networks and cloud that show which weaknesses a real attacker could exploit, and how to fix them. Sovereign Secure is a UK pen testing company and a PCI SSC-approved QSA, so our pen testing services come with reports written to stand up as PCI DSS and ISO 27001 evidence. We carry out penetration testing in the UK and abroad.

  • PCI SSC-approved QSA company
  • Retest of fixed findings available
  • Reports mapped to PCI DSS, ISO 27001 & CE+

Penetration testing in brief

A penetration test is an authorised, simulated attack on your systems. A tester, an ethical hacker working with your written permission, looks for weaknesses in your applications, networks, cloud services or staff, safely exploits them to show what an attacker could reach, and reports each finding with a severity rating and a fix. Unlike an automated vulnerability scan, every finding is confirmed by hand.

Compliance mapping

Which standards require penetration testing?

PCI DSS requires penetration testing outright; ISO 27001, SOC 2, DORA and UK GDPR expect regular security testing that a pen test evidences best. Every report we write maps findings to the standards below.

StandardWhat it asks forTests that provide the evidence
PCI DSS v4.0.1Internal and external penetration tests at least every 12 months and after significant change (11.4.1 to 11.4.4); segmentation tests every 12 months, or 6 for service providers (11.4.5 to 11.4.6); quarterly internal and ASV scans (11.3); quarterly rogue wireless checks (11.2).PCI DSS penetration testing, ASV scans, vulnerability scanning, wireless testing
ISO/IEC 27001:2022Annex A 8.8 (management of technical vulnerabilities) and 8.29 (security testing in development and acceptance). Neither names penetration testing, but auditors look for regular, independent evidence.ISO 27001 penetration testing, web and API testing, vulnerability scanning
Cyber Essentials PlusAn independent technical audit of a sample of devices, including an external vulnerability scan, authenticated patch checks and malware-protection tests. It is not a penetration test.CE+ audit; a pen test is useful preparation but not required
SOC 2The Trust Services Criteria list penetration testing as an example of a separate evaluation (CC4.1) and expect vulnerabilities to be identified and monitored (CC7.1).Annual penetration test of the in-scope system, plus vulnerability scanning
DORA (EU financial entities)A digital operational resilience testing programme that includes vulnerability assessments and penetration testing (Articles 24 to 25), and threat-led penetration testing for firms selected by their regulator (Article 26).External, internal and application testing; red team assessments
UK GDPRArticle 32 requires a process for regularly testing, assessing and evaluating the effectiveness of your security measures.Risk-based penetration testing of systems holding personal data

External scans for PCI DSS 11.3.2 are delivered through a PCI SSC Approved Scanning Vendor partner; see PCI ASV scanning. For how requirements change the size of a test, see how compliance affects penetration testing cost.

Our process

How we run a penetration test, from scoping to retest

Our methodology follows the OWASP Web Security Testing Guide, PTES and NIST SP 800-115, and the NCSC’s penetration testing guidance on how buyers should scope and use a test. The frameworks and phases are compared in our guide to penetration testing methodology.

  1. 1

    Scoping and fixed price

We agree targets, user roles, testing windows and rules of engagement in writing, then fix the price before any testing starts.

  2. 2

    Reconnaissance

We map the attack surface: hosts, services, application functions and the people or data an attacker would go after.

  3. 3

    Manual testing

Testers work by hand, backed by professional tooling, following OWASP, PTES and NIST SP 800-115. Critical issues are reported the day we confirm them.

  4. 4

    Reporting

An executive summary for leadership, and technical findings with reproduction steps, CVSS ratings and prioritised fixes, mapped to the standards you answer to.

  5. 5

    Debrief

A walkthrough call with your technical team to talk through the findings, the attack paths and the fixes.

  6. 6

    Retest

Once you have remediated, we retest the fixed findings and reissue the report showing them closed, ready for your auditor or customer.

Every test follows the five stages of penetration testing: planning and reconnaissance, scanning, gaining access, maintaining access, and analysis and reporting.

Where we test

Where can you get penetration testing in the UK?

Anywhere in the UK. Web application, API, cloud and external network tests run over the internet, so your location makes no difference to them.

For work that needs a tester in the building, our head office in Accrington, Lancashire is about 20 miles from Manchester, so we reach offices and data centres across Manchester and the North West on site. Internal tests need network access or a test device on the relevant segments, and wireless penetration testing always needs a tester on site, so we travel to sites elsewhere in the UK when the work requires it.

Choosing a provider

How do you choose a penetration testing company?

Start with what you need to prove and who will read the report. Then ask every provider the same questions: how many tester-days the scope includes and how much of that time is manual testing, which methodology they follow, what a sample report looks like, and how fixed findings are retested.

If a contract, regulator or customer names a specific testing scheme, check that the provider meets it before you compare prices. Our guide on how to choose a penetration testing company in the UK sets out the full list of questions.

Looking for a list of the top penetration testing companies in the UK? No independent ranking exists, and lists published by providers usually rank the publisher well, so the same guide shows you how to build and check your own shortlist.

Why Sovereign Secure

Why choose a QSA-led penetration testing company?

Most penetration tests are bought to satisfy someone: a QSA, an ISO auditor, a customer’s security questionnaire or an insurer. We assess against those standards every day, so we scope tests to what the assessor will check and write findings in the form they expect.

  • Evidence first time. Reports map each finding to PCI DSS, ISO 27001 and CE+ controls, so you do not need a second report for the audit.
  • Manual testing. Every finding is confirmed by hand, with reproduction steps, not a scanner export with a cover page.
  • Fixed scope and price. Agreed in writing before testing starts, including whether and when fixed findings are retested.
  • One provider across compliance. Testing, PCI assessments, Cyber Essentials and ISO 27001 consultancy from one team, with ASV scans managed through our approved scanning partner.

Sovereign Secure Ltd (company no. 08334453, est. 2012, Accrington, Lancashire, UK) is a PCI SSC-approved Qualified Security Assessor (QSA), Qualified PIN Assessor (QPA), Card Production Security Assessor (CPSA), P2PE Assessor (Europe and USA) and 3DS Assessor company, a member of the PCI SSC Global Executive Assessor Roundtable 2026 to 2028, an IASME-licensed certification body for Cyber Essentials, IASME Cyber Assurance and Defence Cyber Certification Levels 0 and 1, and an ISO 27001-certified firm, with offices in Los Angeles, Singapore, Dubai and Dhaka. Clients include Accor, Fiserv, JCPenney and Ticketmaster; see our clients and testimonials.

We test across sectors, from payments and banking to SaaS penetration testing for software firms whose enterprise customers ask for an independent report.

Cost and quotes

How much do penetration testing services cost?

Penetration tests are priced by tester-days, so the price follows the scope. The table shows what moves it.

FAQ

Penetration testing FAQs

Can't find your answer? Call us on +44 161 523 5276 or send us a message.

What is a penetration testing service?

A penetration testing service is a scoped engagement in which a qualified tester, working with your written authorisation, attacks agreed targets such as web applications, APIs, networks or cloud accounts, proves which weaknesses can be exploited and reports each one with a severity rating and a fix. Some providers also sell testing as a subscription, known as penetration testing as a service (PTaaS), or combine it with scanning as VAPT.

Is penetration testing legal?

Yes, when the owner of the systems authorises it in writing; testing without permission can be an offence under the Computer Misuse Act 1990, as our guide to what penetration testing is explains.

How often should we have a penetration test?

At least once a year, and after any significant change to your infrastructure or applications. PCI DSS requires annual internal and external testing and testing after significant changes, plus segmentation testing every six or twelve months depending on whether you are a service provider. See PCI DSS penetration testing for the detail.

Do we need vulnerability scanning as well as penetration testing?

Usually, yes. A scan is automated and finds known weaknesses. A penetration test is carried out by a skilled tester who verifies and exploits vulnerabilities, chains them together and tests business logic that scanners cannot. Most standards expect both, which is why we also offer vulnerability scanning services.

How much does a penetration test cost?

Most tests are priced by tester-days. In published pricing guides from UK providers we reviewed in September 2026, typical day rates were about £1,000 to £1,500, so the price mainly reflects how many days your scope needs. Our penetration testing cost guide breaks this down by test type, and the penetration testing quote form gets you a fixed price.

How long does a penetration test take?

A small API or external test can take a few days; a typical web application around a week; mobile, hardware and red team work longer. We confirm testing dates, reporting and the retest window in the fixed-price proposal.

What is the difference between black box, grey box and white box testing?

Black box starts with no inside knowledge, grey box gives the tester credentials and some documentation, and white box adds source code and architecture detail, which pairs well with a secure source code review. Our guide to black box vs white box penetration testing compares all three.

What do your penetration testing services include?

Every engagement includes written scoping and a fixed price, manual testing, a report with an executive summary and technical findings rated with CVSS and mapped to the standards you answer to, and a debrief call with your technical team. A retest of fixed findings can be scoped into your proposal.

Do we need a penetration test for PCI DSS, ISO 27001 or Cyber Essentials Plus?

For PCI DSS, yes: Requirement 11.4 requires internal and external penetration testing. ISO 27001 does not name it, but Annex A 8.8 and 8.29 make it the clearest evidence (see ISO 27001 penetration testing). Cyber Essentials Plus is a separate technical audit, not a penetration test.

Will testing disrupt our systems?

We agree rules of engagement, testing windows and contacts before we start, avoid denial-of-service style testing unless requested, and can test in staging environments. Production testing is carried out carefully and with your approval.

Do you retest after we fix the issues?

Yes. A retest of remediated findings can be scoped into your proposal, and the updated report gives your auditor or customer evidence that issues have been closed.

What accreditations does Sovereign Secure hold?

We are a PCI SSC-approved QSA, QPA, CPSA, P2PE Assessor (Europe and USA) and 3DS Assessor company, a member of the PCI SSC Global Executive Assessor Roundtable 2026 to 2028, an IASME-licensed certification body for Cyber Essentials, IASME Cyber Assurance and Defence Cyber Certification Levels 0 and 1, and ISO 27001 certified. Testing follows published methodologies such as OWASP, PTES and NIST SP 800-115. If a contract or regulator names a specific testing scheme, tell us when you ask for a quote and we will confirm in writing whether we meet it.

Do you test on site?

Yes, where the work needs it. Our head office is in Accrington, Lancashire, about 20 miles from Manchester, so we cover cyber security and penetration testing in Manchester and the North West on site, and test remotely across the rest of the UK and abroad.
